Probably if u have got the dump of your O/S or if u have cd from command prompt try this path c:\windows>extract /a :\extract /a d:\winme\winme_22.cab rundll32.exe

I found this old post; it might help.
Go to Start>Run Type msconfig Select General tab, click Extract File Type rundll32.exe click start Restore from C:\WINDOWS\OPTIONS\INSTALL Save file in C:\WINDOWS
Come back if it doesnt!

Files dont just disappear. If you deleted this file and you know for sure what it is and what its for go ahead find it in the cabs or off the cd.
If you have no idea what this file is and are receiving an error message asking for the file you might have other problems.

I thought one of the features of ME was that you couldn't delete required system files...I'm sure I remember that from the roadshow presentation...
Did you override this somehow?
