Restart problem...

CPU/Ram: 566Mhz Celeron/64MB

I have a small problem, most of the time when I go to restart my PC, it just hangs on the 'Windows is shutting down' screen, I've let it sit there for 40+ minutes before, but to no avail, it doesn't help... I am wondering, would could be the cause of this? I have gotten into the habit of restarting into DOS and typing "win" to restart windows now... is there a solution to this?
