Restart not Shutdown

I have gateway computer with Windows ME on it, the computer, whenever I go to shutdown the computer restarts, the process of shutting down goes well, but then instead of turning off, the computer restarts back into windows, then I have to go to shut down and it finally turns off the second time, I have tried calling gateway, but they said that it was ME not their computer, anyone have a solution

if you have a cable modem or DSL. disconnect and try to rebooting without it connected. If that does not work. disable all startup items and try to shutdown. If that doesnt work try to shutdown from safe mode. If that does not work disconnect all scanners, printer, and cameras. trying again.

I had this problem but my PC always restarted. It turned out to be the vnetsup.vxd file. If you have a network interface card (NIC) installed, try this: Click Start,Run and type msconfig and click OK. In the StaticVXD tab, uncheck the box next to vnetsup.vxd, then click OK. When asked to reboot, click yes. After Windows restarts, see if it will shut down. I ended up replacing my 3COM network card (Etherlink III)with a Linksys card and the problem was solved. Microsoft suggested uninstalling and reinstalling the 3COM card, which didn't help. Don't leave this file unchecked! Your network and/or internet needs it. Use for troubleshooting purposes only.
