I formated the C:/ using quick format and installed windows 98. I then realised that i had stored around 10,000 mails in outlook express, which is lost. How do I recover the data ie the inbox.dbx file.

Without buying a data recovery program or using a data recovery service, you won't be able to recover data after a HDD has be reformatted.
