Real slow processing times

I have a 2 1/2 year old Compaq running Windows ME. Lately it has gotten progressively worse on processing speed. It takes FOREVER to boot up! Surf times are also real sluggish. I have restarted in Safe Mode and run scan disk and defrag. successfully. I have also run msconfig (start up menu) and turned off all that I feel safe to do. When I right click on My Computer and go to system performance it is running about 60%. Help!!!
