I used to be able to relocate shortcuts on quick launch as I wish but recently it became impossible. I want to restore that capability. Please help!

To add a program to the Quick Launch bar
On the desktop, double-click My Computer.
Click the icon for the program you want to add, and then drag it to the Quick Launch portion of the taskbar.
The icon for that program appears next to the other Quick Launch icons on the taskbar.
Note
If the Quick Launch bar does not appear, right-click an empty area on the taskbar, point to Toolbars, and then click Quick Launch.
