If you asking about just being able to just plug and play using the existing OS, Files, and Software without any problems the answer is no. When it runs at startup all the hardware, bios and settings will be different. You will have so many error reports you will not no what is going on. If you want to use the harddrive and are willing to reformat and reconfigure it, using your old OS CD for your new computer, the answer is yes.

You can go into the registry delete the enum key [which holds the hardware info]and fit it to your new PC,on bootup it should redetect the hardware and ask for relavent drivers if required.

Absolutely KJ...just stick the WindowsME hard drive in the new computer and turn it on...the only problem you might have is Windows not recognizing your display adapter(video card) or other peripherals such as sound card, modem, or ethernet cards...most of the time I remove everything EXCEPT the video card and then add the other cards one at a time when I have the correct drivers, but that is not necessary.
