Proxies Don't Work

I am running a new Compaq Presario, Windows Me. I know well how to run proxies with Windows 98. However, I am unable to hide my real IP while running Windows Me. This includes having Java Script off and all the usual Windows 98 settings. Please help if you know the solution. Thanks.
