Programs won't start

I have only had this computer for a month and it came with Windows ME. It is a 1GH with 60 GB hard drive and 384MB ram. Now sometimes when it starts, I can click on programs and it won't do anything. I have cursor and it acts O.K. I have to restart for it to start opening programs. Also could someone explain to me the difference in resources and ram.
Since I have plenty of ram, how do the resouces keep getting low? Will appreciate and help. Thanks.

Resources are pre allocated areas of memory. Icon cash, window positions, etc. Regardless of the physical RAM these internal Windows processes continue in a pre-allocated way to function. When you close applications these resources are supposed to be released. Applications are not all created equally so some appz behave like spoiled brats and don't go to bed as per the End Task direction of Windowz. What that means is that this tiny little amount of RAM and disk space gets smaller and smaller in the end causing the system to freeze. Software designed to write to hardware causes similar issues. Office and Norton are 2 of the biggest offenders. Office indexes doccuments and Norton loads the minimum of three running applacations in the start up group. Win2K killz of services to the KERNAL in 98-ME they are asked to go away and when they don't Windowz takes a doze. As you use your PC it will go slower and slower untill you reboot it, blame IBM for not allowing for more than 16 IRQs and blame MS for running a GUI on FAT32. For getting ME you might have to blame yourself at this point. As far as your issue give some more detail of your system. Also press Ctrl+Alt+Del and provide us with everything that you see in there type it all exactly as you see it...good luck!

WoW That was a terrific response.

I too am having similar problems.
I invested 1600 stupid dollars buying this
Compaq Presario + 950mhz + 128mb + Windows Millenium

Problems :
1. If I leave my computer with napster running it doesn't hang....even whole night...and if i leave it with no application, after sometime I see just a skyblue hung screen.

2. Sometimes if I leave it untouched for a couple of minutes and when i doulbe click on the desktop icons no windows pop up..though mouse seems to work properly ..may be the problem is with desktop

3. and everytime at restart I see a white screen with this ugly huge button telling desktop recovery and after pressing this button the real blue screen with icons appear
