Programs won't run, files not found

Almost none of my programs run, and i dont know why. My internet will work and i can connect and all, but almost everything else wont open. it brings up this error:

Windows cannot find '(filename)'. You may have typed the name incorrectly in the Run dialog, or another open program cannot find a system file. To search for a file, click the Start button, and then click Search.

The '(filename)' is whatever the application im trying to open, such as MSPaint.exe with its full path or another program.

I have Norton 2002, and it searched and found no viruses. But the other day, my brother downloaded a few files for a game of his, and suddenly someone had control of our computer. Whoever it was, he had my brother visit 3 forums and post something for him, and he said he wouldnt do anything to our computer. So my brother did as he was told, getting the directions from pop-ups the guy was using to talk to him with.

After he was done and said that he was gone, we reinstalled Norton which scanned the entire computer (we did this after deleting the files he downloaded) and it didnt find any viruses. But from there after, the programs wont work and when the computer has been restarted, it has one error that says somthing about it not being able to find some DLL file or something that it needs to run windows. Thus, there are only Explorer and MDM in the Task List.

What is wrong with my computer? How do I fix it? Or can I? I dont want to have to reformat my computer because i have lots of files that i cant fit onto disks and i dont want to redownload them. HELP!!!

try running system restore to before he did,
whatever that guy told him to,
then to get nav to work after running system restore run hawkingtool.exe from syamantec
you can also run a free online scan at
http://housecall.antivirus.com
disable auto protect while scanning there, to avoid false detections, from the definition strings, used by housecall.
you may also want to get a trojan remover
to see if that is what is causing this.

I didnt have any problem before this guy hacked on our computer though. i dont want to have to restore the computer, first because it takes so long to do so, and second because it shouldnt be necessary. We have no resident viruses but the programs cant be run because of some RUNDLL.dll file or something like that. Also, use a little less technical language, i know some of it, but not some of the stuff you posted.

allso get a fire wall.
haveing your computer breched so bady for security you should reformat. and i,m not one to post reformat as a first option. change all pass words on all online things you do and if you did banking or crditcard shopping on line get those cards changed stat

In this instance, I would definitely format hard disk and reinstall because you have no idea what now exists, and for anyone to let anyone take control of the PC is unbelievable....I would have hit the power button or pulled the internet connection cord instantly if that happened to me!!
