from intel.com on the old Pen 2 processors:

Thermal Management Considerations, measured at the center of the processor’s thermal plate beneath the fan heatsink.

1 Maximum Operating Temperature on a processor in the S.E.C.C. package is measured at the center of the thermal plate underneath the attached fan heatsink.

2 Maximum Operating Temperature on a boxed Pentium II processor at 400 MHz or 450 MHz in the S.E.C.C.2 package is measured in the processor core using the processor thermal diode. These processors use the OLGA core packaging technology.

3 Maximum Operating Temperature on a boxed Pentium II processor at 350 MHz or 400 MHz in the S.E.C.C.2 package is measured at the center of the processor core which is underneath the attached fan heatsink. These processors use the PLGA core packaging technology.

4 Maximum fan inlet temperature is measured at 0.3 inches above the center of the fan inlet area (the fan has a circular hologram). This is an ambient air specification (TA).

You must use a chassis that provides sufficient airflow to keep the processor under its maximum operating temperature in the warmest user environment. Running the processor above its maximum temperature specification will void the warranty and can lead to functional and performance degradation.

Intel recommends the use of ATX 2.01-compliant motherboards and chassis for proper mechanical fit. The combination of the fan heatsink shipped with the boxed Pentium II processor, an ATX form-factor motherboard, and an ATX 2.01-compliant chassis can also be a good thermal management solution.

If you use Baby AT motherboards, be aware that the airflow in different Baby AT chassis varies significantly—depending on venting, internal brackets, and other factors. Chassis with low airflow can cause processors to run warmer than their maximum specification.

Thermal testing using thermal indicator labels should always be performed when selecting a chassis for Pentium II processor-based systems. Refer to Thermal Management for Pentium II Processor-Based PCs for more information.

Some BIOS will report this info.
Am not familiar with the software to do this, only the claims, nor do I have an experience with using.
