problems displaying web pages

i'm having problems with web pages i can't go to a web site and click on a link because the page that comes up in front of the other never loads. no matter what web site i go to it does the same thing.i've also tried system restore but it don't work it won't restore for some reason

I think you should restore the defualts for IE. If that doesen't work, try reinstalling IE. Describe your problem more too.

i've restored the defaults for IE.and i don't know how to reinstall it.when i try to open a separate page while having a page open allready (you know how some websites open a separate page when you click on a link)the only thing that happens is the page comes up it just stays white and doesn't load no matter how long i wait.the hourglass on the mouse pointer stays on when i have the pointer on the page.but if i move it off the page it goes away.i've tried to just use system restore but every time i try to restore it my computer restarts, system restore pops up and says no changes have been made to your computer.

go to start and then run. type in regedit. make sure to export complete registry before editing anything!!!! go to HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services and delete the winsock2 folder. then go to your network properties and delete all devices listed in the network properties (i.e.- network stack) then shutdown machine and restart. reinstall all network devices. this includes dial up adapter, network cards, and tcp\ip protocols. this should replace your winsock2 data which i know for a fact will cause your issues. i've delt with it many of times. hope it works out for you!!!
