problem with disable system restore

My computer OS Windows ME, is infected with several Trojan virus'/worms/droppers. Usually I fix the problem (that my virus scan FSecure can't fix or AdAware can't fix)by disabling system restore and deleting the files in safe mode.
This time several of the files won't delete. They are in a folder called C:_RESTORE/TEMP/*.CPY (* represents the various file names - there are 19). My system restore is disabled.
Is there a way to disable this folder even though my system restore is already disabled? I am unable to work in my computer in normal mode and can't access the internet.

Unless you have done something dumb like disabling *StateManager in the startup list, or failed to restore it after a Virus disabled it, StateMgr should be able to clear the System Restore folder automatically when rebooting. Unless attempts to delete files in that folder has corrupted its control files. If not, see the post just below yours or any of the many such posts in this forum on the subject of "can't delete files in the System Restore folder".
