Please help! PC Wont Start!

Basically, pc wont start. Goes to DOS. Ask to goto 4 different modes, I try all four. None work. I see my wallpaper, then it crashes (after installing "NEW HARDWARE" which is blank, that crashes also")

Did you install new hardware or software immediately prior to this event?
Regardless, you have to get the system operating... have you tried to use a boot disk (floppy)? Have you inspected your bios... to verify that the hard drive is being recognized?
You might reset your bios using the default values.
And, you might try using system restore which you can find in the system information file.
