pc wont shutdown?

never had a problem with Win ME on my pc for a long time then all of a sudden i go to start,then press shutdown, then ok but as soon as i press 'shutdown'the screen just flashes as if its going to shutdown but returns to the normal windows screen,any help appreciated

Here's what worked for me and it happens every now and then and the following fixes it every time but never for good... Go to Control Panel/Seclect Power Options/Click on whatever time you have set up on any panel/click ok/ return to where you were without changing anything and your computer should shutdown.. it works for me everytime this strange thing happens..
