wait... what ?

ragez0r, seems to me that you should be able to use your T.V. as a monitor provided it offers enough resolution (some don't). Is there a T.V. out plug on your video card? Some cards allow only one at a time, not both. Perhaps you need a different driver? What you want CAN be done. Sometimes not the easiest thing to do.

the video card does not have a tv out.. just a pc monitor out... its an old card.. thats why i bought the cable
its 1 end monitor plug and the other end rca cable (the yellow one).. so why cant i see diddly ?
wait... what ?

ragez0r,
First: What is this "...this cool pc to tv plug..."? {Manufacturer and what it's called}
Second: Did it come with any software and user instructions?
Third: Yes, refresh rate and screen size, will make a difference. Seeing, as the tv only has one fixed setting, signal, that it does.
This will take more, than just hooking up a cable, and turning it on. Settings, correct signal, ect. Does this cable, you list what is at the ends, have a box (or something) in the middle of it?

please helpwait... what ?

ragez0r,
Sorry, I didn't get back to this right away. Been swamped with things to do, and also have a _____ cold.
First: You said; "the video card does not have a tv out.."
I know you were talking about connections. But, that most likely means, it has NO "TV-Out function capability" (Your link) Would have to check the specs for the card, most likely not.
Second: "no box just cables"
If there is nothing, to change/convert the signal, by way of this cable. Then your card, would have to do it.
Sorry, that's/this is not what you wanted/want to hear. But, I don't think you can get this cable to work, with that card.
Just my opinion.
Good Luck,
CrazyOne
