Outlook won't launch; spins forever

My gal uses Outlook for email, with ME operating system. Suddenly, Outlook won't launch. The hourglass comes up, and spins for ever (or whatever the hourglass does...) It just won't react. Well, the electrical crisis we just had is the only thing I can think of.... that messed up a few people, but that seems an unlikely cause. Does anyone have a suggestion? Thanks. d

hello dog have you done trev,s tweeks? i would recomend doing them. how to run m.e well verion 5 http://www.burzurq.com/forum/trevtweak.html this should clean up most back ground problems.
