Outlook E-mail is slow

My e-mail sending and receiving is exteremly slow with Outlook 2000. It is slow with or without my Norton Internet Security 2002. I have re-installed Outlook numerous times and it is very very slow.
If there is an attachment then i can go make dinner and it will still de receiveing or sending afterwards.
I have a gateway Pentium 4, 1.8 ghz, 256 mb RAM, 40 gif HD with WinME.

Is your browser slow also..? What type of connection do you have? Are you using Explorer proxy connection? How big is your network or are you stand alone? What are your settings under Tools/Internet Options/Security for Internet and Local Intranet? Are you running AV in systray? What's your startup look like?
