Outllib.dll file not found

I tried to install a fax program and may have deleted some important files. When I try to open Microsoft Outlook it says that it cannot open it because the outllib.dll is not found. Do I have to reinstall Outlook? Would this be under Microsoft Works because I do not have Microsoft Office in my CD's. Please help

You have to extract the file from the CD that Outlook is on; click on start - run - then type in msconfig - then click on the Extract button
