Odd cd rom/booting problem

On my old ME box I've tried to install some software (video drivers) after having done a factory restore to try and fix a booting problem. Basically when I try to boot it, 30% of the time it'll actually boot to windows and not sit at a black screen after the windows logo, and when it does, I can't get any cd drive to work, I've used drives I know to work properly, but they still dont read while in windows. However, I can boot from CDs randomly (thats how I did a restore). Not sure what the problem is, possibly a power supply issue? Though no other hardware has had problems. Any insight would be great.
