No system tools in accessories

A friend running Win ME has no system tools in Accessory. He can run scan disk and defrag by going to run, scandisk etc. He has no idea how he lost it and I don't either. He also lost system restore. He dosen't poke around in the registry so I'm wondering what he changed and how to fix it? I did a search here but didn't find anything that looks like my problem.Thanks for any help.

Thanks Jonas but I'm not sure how to run windows setup. You have to remember I'm still learning computers. Guess my next question is how did he lose system tools in the first place? It was there the last time he used scan disk and defrag.
To run Windows setup click start, Settings and Control Panel. Click Add/Remove programs and click the windows Setup Tab.Scroll down and make sure a tic is in System tools. You could also try a system restore by going to Start,,Run and type in MSCONFIG, under the GENERAL TAB click on launch System Restore,pick a date and follow the instructions.
