no system restore registry

CPU/Ram: pentium III/256

computer locked up while in use. I have no mouse, and image on screen is all messed up. I tried system restore, however there were no restored points. I disabled the system restore, rebooted and enabled it and rebooted and that problem is fixed, but my computer is still locked up. How can I restore my system? Do I need to reload Me?
