No Restart

Here is a newly built Computer that has never seen the Internet(Virus), and works like a computer should. Boots up nicely, you can create Files, delete Files change Things around and even will shut down when you go to START > Shut Down.
One Thing it will NOT do, it will not restart. Not from the Start > Restart nor when you are asked: Restart your Computer Now -- Or Later. It will close Everything and the HDD Action will stop for good. All Fans are still running, NO RESTART!
Pressing the Power Switch will shut down Everything. However, within the first two Minutes the Computer will not reboot! I have to wait a Minimum of two Minutes before it will come back to Life.
Has Anybody any Idea what could be the Problem?

it sounds like the bios is having a problem posting, it could be a usb device,try unplugging it if you have one and see what happens.
