No programs open

None of my programs open. Internet explorer and my competer open but the rest don't. The files are still there but when i click them nothing happens. I try to right click open the file but open is gone along with open with. Please help me out
There is a virus that does this but I can't remember it's name off the top of my head. I'd start with a scan.

i scanned for viruses and removed them but the right click menu doesn't have open and open with. also the files still don't work. i failed to mention that i can't access my computer properties to disable system restore
