No monitor or modem

Alright today my dad installed new drivers for his monitor and modem that was taken off when he restored his computer witch should not have been taken off but now when he starts his computer up after getting to windows the monitor goes off and goes to the yellow light like its in standby and you can see the modem in the control panel and that but it just wont dial or anything if anyone can help me resolve these probs it would be greatly apprectiated

you should reboot and hold down i think its eighter the f5 or f8 key, for multiple choice boot and choose command promp only, wait until it finishes what its doing then you should be at the c, promp, then you type scanreg/restore then you get a sorta blue screen asking you if you want to restore reg, hit ok and restart computer, the command scanreg/restore is correct the rest may not be exactly word for word but im working from memory from about 3 years ago but please try this , im sure it will work and forget monitor drivers, plug & play is just fine.
