No icons show in Control Panel

After my computer locking up,not restarting, and calling Dell (India)3 times I finally am up and running. Had to delete Norton IS and could only do this by reverting to a backup copy of my registry and now when I click on Control Panel, the box comes up but is completely empty. Am I fried? Is my registry corrupted. I get a scarry feeling when I'm using it because I think other system things are not working also. I can load and work in Word, Excel, etc. and print OK. Thanks for any thoughts.
