no browser can display web pages

I am a blind individual who very much enjoys surfing the web (until recently). I have an HP desktop with Windows ME and use Juno Web. Recently I lost all ability to connect to the web. My Juno e-mail works fine, so I know my modem is OK. I use MS Internet Explorer 6.0, but I also have Netscape installed. When I try to connect to the web, the modem dials and connects and immediately the Explorer screen shows "Page cannot be displayed". I have tried it with Netscape as my default browser with same result. Today, I tried AOL from a trial CD. Even AOL cannot display pages on either browser. I have tried the "repair" feature on the Control Panel/Add or Remove Programs. No help. I tried to uninstall Internet Explorer 6.0 from the control panel. The uninstall proceeds part way, then tells me the uninstall failed. So I could not go back to version 5.5. Have been through all the settings on the connection screens for both Internet Explorer and Juno Web. All looks to be OK. Being able to get on the web means a great deal to a retired, blind person. Any help will be greatly appreciated.
