Hi, this has been a problem for quite some time now.

I've tried a new sound card but it's not that. When I go to device manager all the drivers that fall under the sound, video and game controllers catagory say they are working fine.

But when I go to sound and multimedia in Control Panel, in any of the tabs I cannot select a playback device.

If you need more information, please ask and i'll be glad to supply.

Thanks in advance.

Frist of all I would definintly recomend a increase in the amount of RAM your system has .It would also help to give more info reguarding processor (P2 P3 etc.) Also brand name of sound card, if its a PCI sound card or intergrated sound ,or as others call it onboard sound ,which basically menas its included on the M.B.(motherboard) Also your BIOS name (Award, etc) and version . When trouble shooting sound problems you would want to start with the easy things frist. For instance check all of your speaker wiring ,and also make sure you have a good pair of wroking speakers, if you can open the sound preperties by right clicking on the speaker in your taskbar at the lower righthand side of your monitor, make sure the sound is not muted. Also go to the control panel and open the "sounds and multi-media " portion of your control panel and make sure your sound card is selected as the preferred device under the audio tab for sound playback ? Now you may be frustrateed if you dont know all of that information I said you needed at the begining of my post ,Iam going to recomed you do a google search for the BELARC ADVISOR, its a freeware application you can download from the PC Magazine website ,that will list all of the information on the hardware and software installed on your PC !
Good Luck Nick

Boot to safe mode.
Go into the device manager.
Remove all devices in mutimedia/sound.
Reboot to normal mode.
alow the devices to reinstall.

Microsoft has some built in devices the device manager such as Microsoft Kernal Audio Mixer that may be damaged.

Those devices can only be seen/removed in safe mode under windows ME. The problem you are having is ussually caused be a corrupt MS Kernal driver or Audio Codec.

If at first you dont fix it, Try harder!

That's so awesome! Worked... I'm pissed that it was so easy that I didn't think of it first.
