Network Server Problem

I have 2 PCs connected as a home network. One is an Athlon T-bird 100MHz running ME; the other an HP Pavillion running 98SE. These two happily share devices if the ME system is setup to run as a desktop system. If I change its role to Network Server (as mentioned in almost any compilation of performance tweaks), the HP can no longer see devices on the ME system while the ME system can access devices on the 98SE system. Simply changing the role back to desktop allows for full sharing. What gives here and how do I fix it?
