need to reinstall directx 7.1 with ME CD anyone know how?

I have a P2 233 MHz, 160Mb RAM.
I installed windows ME, whihc installed directx without notifying me. This veriso, which is 7.1 is making my games choppy. The games start so slowly and the sometimes crash. Ive tried updating my graphics driver but problem still there. so now im referring to reinstalling dx7.1 but dont want to upgrade to dx cersion 8.0.
