PC OEM Manufacturers use 'VLK - Volume Licensing Keys' and the Key's are never included in any Windows CD, you need a HP PC/Laptop:

Sell them on EBAY as a HP Millenium Edition CD stating without CoA/Product Key !

If they're regular OEM or retail ME installation cd's they can be used on any computer even if they originally came with the HP. As already mentioned, the product keys are not on the cd's. The cd contains a formula to determine if the key you enter when installing the OS is valid. That way Microsoft can make all the cd's the same. It also means any valid key will work with any cd--well OEM #'s will work with OEM cd's and retail #'s with retail cd's.

IF the disks are restore cd's then they'll only work on specific HP models. You may still be able to sell them on ebay if you mention the version numbers on the cd's.
