I am using a P4 2.8Ghz and the Heatsink and fan that came with the CPU, I also have an Akasa exhaust and two 80mm case fans however my CPU reaches 69 or 70oC when running games or other applications. What esle can I do to keep it cool, can anyone suggest a Heatsink and Fan that will help?

The P4 is thermally protected...it's built right into the CPU...it's impossible to burn one out...it will automatically throttle itself back if it reaches a certain "trigger" temp. I highly doubt your temp reading is correct...I believe at 70C, your P4 would have slowed down to a crawl. Where are you getting your temp reading from...the BIOS or software?
