Without ANY other details to go off we're truly strugglin without information, but never the less, I'd tell you to do an over the top install of the operating system from your cab files.
Navigate to c:\windows\options\install and look for SETUP.exe and double click on it to run the setup program again.
If you can't actually find that in Windows through Explorer, then boot with your ME startup disk and get to an A:\ > prompt and type:
cd c:\windows\options\install
Hit Enter, now type:
setup or setup.exe and hit enter again.
You sound to me like a person with no ME startup disk, get a full one here.
and that'll be 69.95 please ;)

Without Explorer.exe running, you are right, there will not be much on the DeskTop. So you need to determine why Explorer.exe is not running. There should be copy of it in the C:\Windows folder (use DOS boot diskette to check if necessary). If damaged or missing, replace it. You can used the EXTRACT function to get it out out the System CAB files or copy it from a working Windows ME system.
There are also virus that damage or kill it, so you may need to do a standalone scan of the drive for virus, or slave the drive to a working system do do the virus scan.
Check the Windows\System.ini file. It should have a shell=Explorer.exe statement in it near the top. If altered or missing, you may need to restore your Registry to a prior working days setup with SCANREG /restore command from DOS and restore the last "started" copy of the system Registry.
