My IE won't open!

I've be having a problem lately, whenever I try to open my Internet Explorer, I double-click it, and I see my cursor change from the normal "arrow" to the "arrow with the glass", but nothing happens. Then I try opening it couple more times, but nothing happened.
Then I pressed Alt+Ctrl+Delete and I saw that an item called "Msbb" was not responding. After I End Task it, all my IE's opened...but this does not always happen (I don't always see Msbb not responding, but the IE's still won't open)
Can someone help me on this? How do I fix this problem?
