google "windows 9x installation guide" also "how to partition and format a hard drive" If you formatted.. you must have a working boot disk, and if your hard drive is working enough for you to format it a generic how to install guide should explain everything.

The link I provided explains how to install Win95 & even has another link to download a boot floppy if you don't have one.

All you do is boot off the floppy & select "with CD-ROM support"...watch the screen, it will tell you what letter to use for your CD-ROM drive. Once it stops at the A:/> prompt, switch to the drive letter for the CD-ROM...then pop in the Win95 CD, type SETUP & hit ENTER. The Windows installation will begin.

All this is explained in that link...complete with screenshots

Does it tell you which DLL?

You seem to have a bad win95 install disk.

Have you tried making a copy of the install disk?Have you cleaned the install disk?Look for scratches on the disk.
