mstools.exe missing from rescuedisk

hi there, wanted to reinstall Me to clear pc out of rubbish, but when i came to insert the rescue disk it came up with can't read something or other, basically it was damaged. So i recovered what i thought was all of it but it wasnt, i'm missing mstools.exe. I can't reinstall without the rescue disk because i don't know any other way of doing so and using the master cd's i created, if someone knows how to reinstall from master cd's without the rescue disk i would be most gratefull!
ps: pc make is Packard bell, iMedia
