msrexe error windows not loading

Hi my name is Jack. I bought and installed norton about a week ago. When I installed it I received this message, "mueexe.exe" is a virus, clean?" I pressed ignore. I went to the registry "regedit" and removed mueexe.exe from from the command file in exefile > command. "I left it as "%' "" etc... I restarted the computer and I get this error message, "Error loading ERROR MSREXE.exe. You must reinstall windows." I said OK. I restarted the computer and pressed F8 I got the list "
1. Normal
2. Safe Mode
3.Bootlogged
4. Step-by-Step configuration

But no MS-DOS mode. I said OK. I chose "safe mode" and it said it was by-passing start up files. The same error message pops up again "Error loading ERROR MSREXE.exe You must reinstall windows." I dont have a backup cd, so I said im screwed. I am using my cousin's computer right now. Does anyone know how I can access DOS or have a solution to this problem ??? Can't run nothing just the error message and it shuts down!! You guys are my only hope. Thanks.

You access DOS by booting from a Windows ME boot diskette. You can make one on another system with the Add/Remove Programs - Start disk tab.

As MSREXE.exe is not part of Windows, there would be no reason to reinstall Windows. It is part of one of the versions of the SubSeven virus. You really need to find a write up that documents the manual removal of the version of SubSeven that has the MSREXE.exe.

But if you can get in with a boot diskette, you should delete that file out of C:\Windows\ and any other place you can find it. It might be hidden some place else. Then EDIT the system.ini file and remove if from the "SHELL=Explore.exe" line. And then remove it from the WIN.INI line "load=". This should allow you to boot the system and run your Anti-Virus program to remove the rest of it.
