My fried recently lost Outlook Express and cannot retrieve his mail. When he click on the mail icon, it says....msoe.dll cannot be loaded....he is running Windows ME..can anyone help us out?

With win ME there is a SYSTEM RESTORE in the help menu from the start button. If that wont do it you can try to use ADD REMOVE programs, with remove there should be a repair option
