You also may want to make sure the settings for that new msn are correct.
Try this: Open your MSN, in the file menu click on Tools then scroll doun in the submenu to select Options.
From the Options Dialogue box select the "connection tab".
Make sure where it says "I use a Proxy Service " is unchecked.Do the same on your Internet Explorer.
From the File Menu in Internet Explorer Select Tools, then Internet OPtions.
From the Internet Options dialogue box select the "Connections " tab.
In the little window titled "Dial-Up settings" click once on your ISP's name listed there to select it.
Then click once on the settings button to your right in that same dialogue box. Another dialogue box will open, make sure that the items named : "Automatically detect settings" , Use automatic configuration scritp" and " Use proxy server" are unchecked.
Click Ok , Ok to close those windows.
See if that helped.
You can also goto the Advace Tab... and verify that where it says use HTTP through proxy connections is not checked.

I had the same error message with messenger. I tried different versions, could not resolve.
It turned out that my primary DNS was wrong, once I fixed that it started working.
Even though I had secondary DNS correct, messenger was failing. With the same settings internet explorer and other network tools were working fine.
I am not so sure if you hit the same problem. But I hope this helps.
