ms-dos boot partition

OS: windows me
CPU/Ram: 900/256

Ive tried everything that i know , pleas help me ive tried all the following methods and these are there errors
format c: - not allowed to format c
fdisk - no fixed disk
scanreg - no backups, cannot restore
sys c: - doesnt work
setup.exe - you need a ms-dos boot partition

If you have any ways to fix this error pleas help me
