Comment:

When I go into msconfig and click off programs not to run in startup and tell it to accept it asks to reboot system as normal.
After reboot all programs are back up and running as if I never clicked these off - any solution to clean start up in msconfig or correct problem

Run SCANREGW and see if there are errors in the Registry. If there are no errors, make a backup copy of it. Then try changing it again.
