Does the new machine also run WinME? XP has its own "Files & Settings Transfer Wizard"
Endlessly asked - numerous methods, depending on what (and how much) is being transferred, and what hardware is available to you.
Try and be more specific

There is one more method. You can use Acronis True Image Home for that. True Image has a feature PC Cloning. It can transfer all your disks content or separate files and folders to a new PC.
