I used the scanreg thing and then it came back to a time when my sound, res, mouse, color was skrewy and so I am trying to re-fix everything.
My mouse will not fix. The error in the System properties says
"The device is not working properly because Windows cannot load the file (vmouse.VXD) that loads the drivers for the device (code 8.)To fix this problem run Windows Setup again using your windows CD-ROM"
I don't have a CD-ROM, any Ideas/Help?
P.S. If I don't come back right away don't worry I'll be back :)

It was 'scanreg/restore' that you ran? There should be more that just that one registry to restore. Run it again and choose a different registry date.
Scanreg/restore replaces the 2 files containing the registry, system.ini and win.ini. It's not a cure for missing or corrupted files other than those four. So if your mouse was working before then the files it needs should still be there and the problem must be in one of the four files that were replaced.
A corrupted system.ini can cause the sound video and mouse problems you're having. You can take a look at it with something like sysedit. I've occasionally come across a truncated or garbled system.ini.

I ran the scanreg thing because it said there was an error in the registry and it automatically fixed it and re-booted...I had no "options"

(Under [boot.description] the single line that says 'Keyboard' is part of the line above it. I think all the other lines are OK.)
System.ini files are somewhat generic and you can try using mine. Just make sure you make a backup copy of your original one. That way you can always revert back to it if necessary. If your .ini has an existing line that's different than mine, such as 'display.drv=NVIDIA Vanta (HP)' then keep yours. If you have additional lines that I don't then keep those too.

Don't use my 'PagingDrive=D:' under [386Enh] unless you have your swap file on your D: drive, which is unlikely. Yours should probably be 'PagingDrive=C:'

That gibberish means it's corrupted.
If you can run scandisk then do so. If you can't, boot to safe mode and try running scandisk.
You might try runing scanreg /restore from the RUN line and see if you can restore another registry. If you restore one that has a good system.ini then you should be OK.
Otherwise use the system.ini in my post and edit into it the differences in what you posted in #2, such as your 'display drv' line. If you're using notepad then save it as c:\windows\system.ini. When it asks if you want to replace your existing system.ini answer 'yes'.

There could be a virus that's doing that but try editing a good version using mine see if it stays that way.

Try doing a Thorough--surface scan. Given the sudden addition of the gibberish the most likely causes are either bad spots on the hard drive or a virus.
The restarts should occur less often in safe mode since less stuff is loaded.
Then assemble a good system.ini using mine and any additional lines yours has. See if it works and stays non-corrupted. It's late here and I'll check back tomorrow.

The 2 [drivers] sections you have at the beginning are unnecessary. You can remove those. The one later on already contains the necessary lines.
You could get some error messages using mine if it added some driver lines that your PC doesn't use. You can probably edit out those lines later on.
There's another option if editing it becomes too cumbersome. You can start over with a system.ini containing only the basic entries:

That's for 98. I don't know if they have one for ME. ME will be pretty much the same but I don't know if it's exactly the same.
Another option (that maybe I should have mentioned earlier) is to see if you have a backup copy of system.ini. Sometimes when you add software or drivers that require changes in system.ini, the installation will rename the existing system.ini to something else.
Do a 'find files or folders' search in the windows folder. Uncheck 'include subfolders' as you only need to look in the main windows folder. Search for system.*. You'll get system.dat (part of the registry), system.cb and system.ini. Any other listings might be a backup. It'll be 2 or 3K in size. Its file extension could be just about anything. I think they're sometimes named 'system.old' or 'system.001'. If anything like that shows up you can right click on it and choose 'open' to take a look at it. If it is a system.ini file and looks to be complete and 'clean' then you could rename it back to 'system.ini' and see how it works.
Oh, and change the PagingDrive=D: to PagingDrive=C: unless your swapfile is on the D: drive. You can check by right clicking on 'my computer', choose 'properties' and then 'performance' and then 'virtual memory'.

Also--Is it safe to change this and I'll still be able to navigate and stuff and change it back, basically no matter if I totally skrew it up?

As long as you keep a copy of a good system.ini in a separate folder it should be safe. You can overwrite the working one at any time with the copy.
If you do have a virus it likely will corrupt other files. I had a virus once that seemed to increase the size of a file whenever it was run. Just to check, I created a text file and then renamed to to an .exe file and tried to run it. Obviously it didn't run since it was a text file but when I looked at it again in notepad, a bunch of gibberish had been added. That kind of reminds me what may be happening in your case. (I don't think I ever fixed it. I probably just formatted and reinstalled.)
But it may not be a virus so just keep an eye on system.ini to see if it gets corrupted again.

when I defrag right before I scan it goes WAY faster...it does matter if I defragged yesterday or something though I think...if I defrag first it goes waay fast...haha forgot :)

If you defragged a few days ago it should be fine. I guess a surface scan on a drive that big will take awhile. Still, 12 hours seems like a long time. Both defrag and scandisk should run better in safe mode.

I was in safemode...haha...but umm I guess it took more around 10-11 hours [because of the pop-up message that stops the scan saying "the scan has restarted 10 times or more close programs to make it work better. do you want to see this message anymore" I clicked no and let it go away at it]
crap forgot what else I was going to say...heh

You'd probably only need to run a surface scan if you suspect there may be a problem with the drive. So hopefully you won't have to do it again.
