Your modem may not be configured correctly. Go to the Control Panel again, and make sure your modem is listed in the window. Click the Diagnostics tab, then the Port of your modem, and then the "More Info.." button. It may take a few second, but it should come back with a list of stuff from the modem in the window. If so, then the modem is working and setup correctly. If it is set up OK, but not getting a dial tone, either the phone line is not plugged in correctly or the modem is blown. Lightning can zap it. Try dialing, and just as it starts, pickup the phone. If it then dials and connects, the modem interface is blown by lightning. (I have a whole stack of them that do this. Some with burn marks.)
