CPU/Ram: 64mb

I have a problem with a Win ME system . It beeps on boot up giving me the option of:

F1 (setup)or F2 (continue) and reporting a Resource Conflict - PCI in slot 03
Bus:01, Device:0A, Function:00

I press F2 and carry on loading. However, my modem won't connect. Instead I get the blue screen and the following message:
Error:0D : 0028 : 00000003

I press a key and cancel the dialling, which doesn't connect anyway. It's an internal PCI modem which was working fine before the system was reinstalled.
How do I get the modem to use Com 3 or 4 as it seems to be using com5?
Can someone help please?

my friend,
your computer does not have enough ram memory to run win me properly. me needs a minimum of 128, but 256 is better.
you'll have more success installing programs properly.
try removing the modem drivers, shut down, pull the modem out, bott up one time without it, shut down,, reinstall the modem,
boot up and reinstall the drivers.
