Plug a phone into the back of the modem
and check to make sure you are actually
getting a dail tone.

So... Line goes from wall into the modem
(line in)... phone plugs into the other jack
on the back of the modem. Pick up the
phone. Do you get a dial tone?

also sometimes the modem get locked up
with an external modem you can unplug it.
with an internal modem you'll want to unplug or turn off the power supply switch for awhile.
to drain all the power out of the modem.

if you still have problems check the device manager in safe-mode for double listings.

also check the dial up networking
each connection in the folder will have a modem in a list box.
in some cases there may be more than one in this box and the one that is really in the system may be selected.

sorry I can't be more specific but I'm not using Win ME or dial up right now.

Phoenix, with reference to Newgrls repy, I just had the same problem - and I was looking at all the possible areas -not the simple ones. Guess what - after 1 hr of searching...found that my telephone was not placed correctly int the cradle - it's an extension. Pushed it back in - solved the problem.

Perhaps yours is a winmodem
Software Modem ( not hardware modem), such as HCF, HSF, etc..
USB rules it out.
