Connection monitor icon? If so try this :
Open dial up connections from device manager Right click/choose properties on your connection/make sure the "show icon in task bar when connected" box is checked.
FYI: i have never shared a dialup connection between 2 pc's so im not sure what to tell you if the advice above doesnt work. If it doesnt my uneducated guess would be that only the PC connecting to the net can display a connection monitor.

You should be able to use netwatcher to disconnect anybody connected to your computer.
If you don't have it under Accessories (check Communications and System Tools), then install it through Add/Remove Programs -> Windows Setup
Again, it should be under Communications or System Tools.
