missing sys files/vxds, win.com,reg

this is a recurring problem for me. I've been having it for about 6 months now, although recently its happening every two days or so. What happens is I'll be using my computer normally and i'll get a complete system freeze, usually when listening to mp3s or watching video. there is also a messed up line at the top similar the the artifacts you get if you overclock a video card too far. i reboot and it says one of several messages. "Windows has detected a SCANREG/CONFIG error, please run SCANREG to correct this error"

"the file xxxxxx.vxd is missing, windows may not function...blah blah blah" (i get 6 or 7 of these missing in a row) these files usually include vnetsup.vxd, vnetbios.vxd, vredir.vxd, etc

"registry file not found, registry services unavailable for the session"

"Error loading WIN.COM. you must reinstall windows"
"Error loading KRNL. you must reinstall windows"

I've reformatted 17 times in the last month, tried to different HDs (5600 and 7200 rpms), 3 different sound cards, numerous BIOS setting, 3 different OSes, and always have installed norton util and AV. the errors seem to have no explanation (for me at least)

amd xp1700+ w/ 256 DDR pc2100
maxtor 14.6 GB 7200, maxtor 8.1 GB 5600rpm
AC97 integrated audio
acer 24x10x40 cdrw drive
235W psu
geforce2MX 32mb
and currently winME, although my comp won't boot now, so i don't know. the only thing i can figure is my video card, because of the messed up line at the top of my screen. could it be? or maybe my psu, which i know is too small...

any help is MUCH appreciated! thanks!

Oh and need I mention, the computer of course won't boot AT all after the splash screen for ME. scanreg and scandisk are ineffective, they just rename a bunch of files to junk files called FILE00000.CHK and the like and can't fix the errors to let me reinstall.

Try at least a 300 watt power supply; my 250 watt ps won't run my 750 and many cards and drives...

where can I find and how can I add this driver (C:\WINDOWS\SYSTEM\VMM32.VXD) a PC that boots up only as far as the C: prompt
any one have any ideas.
