Missing INETCLNT.DLL for quicken

I tried installing quicken 2003 home & small business edition and it is complaining about not being able to find INETCLNT.DLL in WINDOWS/SYSTEM.
It also couldn't find IPROF32.DLL in WINDOWS but it was in WINDOWS/SYSTEM so I copied it to the new directory and it got a little further in the installation.
I tried searching the various DLL web sites and also used MSCONFIG to try and extract the DLL from the WINDOWS/OPTIONS/INSTALL and CABS directory but to no avail.
Does anyone know where I can find this DLL? Is it part of quicken or ME?
