Seems like a USB Device driver file. If you can identify the device that uses this driver, just reinstall the driver for that device. If you have alot of USB devices just reinstall each one till you find the right one.

Are you installing the Windows 2000 drivers on ME.
It looks like your device is attempting to call to HAL.DLL and cannot access it. This would be because ME does not include a HAL.DLL (hardware abstraction layer).
If you are attempting to install the Windows 2000 drivers and receiving this message, try the Windows ME/Windows 9x drivers instead.
